Can't get my games to download to my pc.
For some reason it I don't think my games are downloading to my pc hardware and are just remaining on the cloud. It makes it impossible for me to install any pact to the game. What setting controls where the games download.

Steam weekly maintenance at around 4 PM PST/PDT on tuesdays. Try again in a few hours.

Unfortunately its not just a one time thing. I've had this problem for quite a while
