It was never removed. It was never an option.
I made this post because I actually couldn't open a ticket, I never saw any option to do so anywhere
Course it was an option. I used it all the time to schedule deliveries of steam gift cards to friends for their birthdays.

or you can do what the rest of us would do and set a calendar reminder to yourself and send it the day of or there abouts.
