Steam download speed is going up and down like a rollercoaster

Ever since about 1 and a half weeks ago, I´ve been having trouble with downloading/updating games via Steam.

During and before the pandemic, I´ve had an average of 2,8 MB/s download speed.

Ever since 1,5 weeks ago, the download speed was and still is jumping like hell. It goes suddenly down from 2,8 MB/s to 400 KB/s, stays there for some time, then goes back up to around 1,5 Mb/s and then up again to 2,8 MB/s, just to fall down again to 400 KB/s.

Yes, I´ve tried changing server regions and on other platforms like Uplay, the download speed is alwys around 2,8 MB/s, so it´s only at steam.

Do you guys have any idea wtf could cause this?

Hm, cant say i encountered this problem in recent times.
Was actually wondering how stable the download servers were, had a constant 30 MB/s for a while now at each download.

In the past when there was download hiccups a server change usually fixed it.
Did you try some more distant servers not right in or next to your region?
Sounds strange but since ping is really not important for downloads i sometimes got better speeds from servers on the other side of the world instead of my home region.
