This issue occur on my browser Microsoft Edge and Google Chrome.
most browser to my knowledge just use system default, but steam client also have settings in this that can effect view.
i know for fact laptop can be even worse with dot's per inch calculated to fill a dot on the screen, depend on option and power scematic and so on, most forget things like that. even battery mode in power saving effect view. im sure you dont have all them problem at same time.
steam settings turn off GPU hardware accelration have been seen before help some, same with scale tekst and icons, some need to turn it off
and in settings library, many have reduce all there, its a game client not need all the setting on high.
most have stop help ppl with steam own settings reason is you cant compare I9 top ace pc with whatever older pc ppl have, but user own problem and know the diffrence then you are and not.
This issue is caused by hardware acceleration
