Sense this work for many with dual cloud with onedrive and steam own cloud solution.
not sure whyyou did not ask other first,
so technicaly you have put yourself in wrost possible ways and ask to fix what has been done for years now. ( not sure any will help you, sure you can turn some of it off, but to fix it.
some app has undelete or recuva app or other uninstall app, windows even have garbage can, but most user have turn such off.
so yeah next is validate game files or reinstall game depend on each game that use MS Folder protection such as Document is now part of it.
ps.
point is you wont get any help from any support place, then it seen as work as intended.
copy from wiki ( Onedrive ) even i dont recall then that happend.

this is why you wont get any help.
you need a expert on it , why it dont work and what have you done sense that dont work anymore or the fiddle with it you did in the past maybe, this is not easy to know why without access or a expert viewpoint, dont forget it work for all other windows user. and even steam gamer users.
keep in mind i have seen plenty of post in game own hub, with user that has no clue on security and worst advice in dodge it or avoid Security with our system, this tell more about them and the lack of skill they dont have. problem its not illegally to advice such and steam cant do anything about it. ( but i bet you can see my point in it now worst or bad idea to turn it off. )
steam dont make backup of other Document file, and thats why you end up with both is seen as most have.
and none steam game is not a steam problem.
ps.
most will not reply on this, its seen as user own problem to deal with it.
do not delete this , you actual help other user, so the never will do as you did.
maybe best advice you can help other pc user or should i say steam gamers.
ps.
and its yourjob to report other steam user for bad advice, and let steam support start to learn how such things can be seen as worst harmfull advice, and what they will do about it, is a diffrent matter. ( i just follow whats has been done as seen standard over many years and even when that change even. )

Firstly just to be clear I have never actively used Onedrive, never used it for transfering files or backing up anything.
Also the games being shown as uninstalled happened before i deleted anything in Onedrive.
For example I was playing Red Dead 2 this weekend played a lot on Saturday then went to play on Sunday only for steam to show it as uninstalled, and since my Onedrive kept telling me that it was out space and My Docs folder had a Availability Status:Error I figured that was due to the space all being used up, I then deleted some junk pictures that Onedrive had sync'ed and signed out only to find that Steam is now claiming that games I 'd had installed and had been playing were now Uninstalled...
Any Thoughts??

lets see if its that simple some have AMD issue and other say its not that, ( let me put it this way, either we need skill ppl on the case or reply taht has already solve it becaue they have same hardware or same problem. ) atleast that will bring light over it.
make sure all driver and update is done in the chipset driver or what ever hardware you have.
im sure you dont want me to though VC+++ issue in there in top of this.
point is idont agree with steam and game devs atm.
said in other word what do they know what MS do then they have even newer update then them, and it could be part of the problem.
game devs dont know newest MS VC+++ files they release old once then game was made. ( that it self is a issue then MS use 2015 to 2022 update and they are clueless steam and game devs, sure im maybe to hard on them but , he who dont update today will get issue then GPU driver is newest they are not 7 year old GPU driver that use VC+++ ( cant say its that, but i bet you get it , its your problem to update what MS said and doing , and the finger goes to steam and game devs for not follow MS recommend support VC+++ Drivers.
again keep in mind we all have diffrent hardware, so it actual imposssbile to agree on VC+++
but ask and technician , newest Driver win over old

cant say its that, but gl with faulth finding in where and who it is.
i have talk with steam support and game devs, steam use what game devs tell them and game devs use old arcade driver that MS has left along time ago
point is dont aspect help from game devs and steam.
they have made a nice grey zone for error here, newest driver that use old VC+++ ( people have words for this )
By the sync timing, it could get inconsistent result by the timing.
But you can copy the file to different location and sync to cloud drive.
In the case, you can avoid above case most likely.
so, gl with keep eye on such current steam issue. ( this works for me cant say it will for you. )
