Either something messing with Steam files, and permissions, or that something wrong with storage having read, and write sector issues if this is a HDD.
Also when you uninstall Steam, ensure that Steam folder is actually gone, if files are remaining, that may be the issue for a problem you're facing simply delete the steam folder can get rid of the corrupted files.

Good to know. If that the case then either like you said Steam made an error with render, or that AMD driver possibly latest is the issue, or faulty install amd driver.
