Valve seems to be aiming to discontinue the cards and switch to digital payment methods only.
They reduced the supply drastically in all of Europe. A year ago i could easily buy 10-100 Euro wallet cards in nearly every supermarket ,gas station and so on here in Germany. Today half of those stores dont carry the cards anymore and the rest only sells 20 Euro card as the only value size since Valve discontinued all other variations.

Perhaps as a means to combat VPN abuse and regional pricing evasion because of flippers who would sell these cards bought at a local store on the internet.
