steam games keeps stuttering

I have an asus tuf gaming a15 with gtx 1650ti and for some reason my games keep stuttering. Tried lowering in game settings cause I thought it might work but no. I don't know if it happens for my steam games only since when I play valorant, it does not stutter even in highest setting. Been happening for a few months now and its starting to annoy me.

Try updating all drivers, look in event viewer if there is any app causing it, turn off OC, monitor the hardware while gaming with HwInfo (for overheating or maybe other failures), try to disable or use other XMP profile, try a clean windows install. This surely isnt a problem with steam itself but rather with ur pc but its hard to tell when you only state its stuttering it could be everything from software to hardware failure.
