Transfering games
So my daughter has always used my Steam account; it was a safe way for her to play her games with her friends and that I could keep track of what she was doing.

However she is 17 now. We cant use Steam at the same time so is there a way that I can create her a new account and move all of her games on to the new account without having to re-purchase everything?

Games are bound to accounts, they cant not be transferred.
They can however be shared via Steam Families, provided the game allows it.

Games are not transferable. They are perpetually tied to the account.

You could have her create an account of her own and then you could family share your library to her account, but you'd be in the same position of not being able to use the same library at the same time.

There is, however, an upcoming change to the family sharing that would allow multiple games from the same library to be played at the same time but it's still working its way through the Beta version of the client.

Not sure if any of that is a solution for you but those are the only options so far.

You both need to be using the Steam Client beta to use Steam Families.
