Of course it's scam, why do you think that there would be a site offering free steam keys?
Can you please edit your post and remove the link?
After which mentioned naive user clicks the big purple "unlock cd key" button to "generate a new key"and is lead to a page where they for example just have to, quoting, "Install and open the newest gaming browser!" to continue.
Not a very good idea.
Because it may be a potentially malicious link.
