Running two different games from the same account on two different computers

I have a bit of a corner-case, first-world-problem:

I've got two computers on the same desk that I often switch between, like a laptop for browsing, and a tower PC for gaming.

I just wanna run Cookie Clicker on the laptop while I play another game on the tower PC, but I want the cloud progress to apply to the same account (which is why I'm not using Family Sharing).

Both computers are on the same local network. Any tips on how to make this work LEGALLY while abiding by Steam's TOS?

You'd have to place one computer's client into offline mode.
