Did you try verifying the files?
You're just going to have to work it out.
What game? What are your system specs? Has it ever worked? Any recent system changes? Hardware? Drivers? OS updates?
It is possible to completely uninstall the game. You might need to clean up user configs and saves manually though.
Steam only deletes files that it created so if you installed a mod for the game any files created by the mod install will still be there after the game is uninstalled.
Check if game is added to exclusions in your AV.
If you subscribed to anything in workshop - unsub and verify game files.
Clean reinstall of game and all of the game associated runtimes.
Also ask on game forum, usually people on the dedicated game forum knows better how to troubleshoot it.
You mean rFactor 2? You use mods? Delete everything game related including the mods and then reinstall the game without mods. Launch it.
