Blue dashed lines steam chat

This blue dashed line thing regularly happens to me, and I have no idea how, and I don't know how to get rid of it. It locks my friends list and makes parts of the interface freeze up. Please tell me there's a disable or fix for this.

I've spoken to steam support, they don't even know why the blue dashed lines appear. It seems to be a mystery all around

Edit: Oh wow I just figured out what causes it to appear. It's either click + dragging a Chat tab or a friend in your Friends List

Yeah, that is typically how it happens, but we want to know how to reverse it. It seems the only effective way to is shut down that very interface with the blue face

I found a temporary fix: On my end the issue only appears if I try to rearange chat tabs while in the in-game overlay. Interacting with the same chat window in the desktop version fixes the issue for both instances, i.e. the in-game overlay resets too, when you try to rearange something in the desktop chat window.

naturally this is far from perfect, but maybe it helps someone localise the issue and fix it, since it seems to be isolated to the in-game overlay.
