what region is your friend actually in?
if you are using a VPN to try and fake your region, you are risking your account being locked or even terminated for violating the SSA
I doubt Russians can do that.
Steam knows you don't live in the same region as you haven't made any purchases there.
Your Russian friend is better off sending a digital gift card, but with current sanctions in place, Russian users cannot spend money on Steam.
VPN doesn't really matter so much nowadays as Steam links your region to the registered address of your payment method. So unless you have a Russian registered Payment card in your name Steam still assumes you're in Germany
The sanctions because of the Ukraine war are still in place and are followed by Valve.
Can't change the country to Russia either because of that, right?
