Why am i not able to accept a gift sent by a friend from Russia despite my region being set to it?

My friend is tryna gift me some games due to the summer sale but when he tries to send it, an error shows up saying "you cannot send this game as a gift since its price varies greatly between your regions", even though the price tags are identical.

I live in Germany and he lives in Siberia. I didn't know using a VPN is a violation

I doubt Russians can do that.

You are attempting to cheat the regional restrictions.
Steam knows you don't live in the same region as you haven't made any purchases there.
Your Russian friend is better off sending a digital gift card, but with current sanctions in place, Russian users cannot spend money on Steam.

VPN doesn't really matter so much nowadays as Steam links your region to the registered address of your payment method. So unless you have a Russian registered Payment card in your name Steam still assumes you're in Germany

Russian accounts cant send gifts or send/receive gift cards anyway right now.
The sanctions because of the Ukraine war are still in place and are followed by Valve.

No clue to be honest but its possible.
