Did your friend create that account?
YES the account name is even his credentials, name and surnames first letter. we provided bank cards last numbers, phone number, old email and everything. and got a message that sorry, but not gonna give access.
We can press, need more help. But what should we give them to make them, give th account back to its rightfull owner.?

so long as your friend is the one that create the account, they should be able to recover it regardless of changes made to the account. this includes them using their actual name and providing accurate information when they created the account. some people like to use fake information for what ever reason then they whine like crazy because they cant prove they are owner of the account.
Keep talking to Steam support. Ask them what information they will accept as proof of ownership.
Here are several things to take note
1) email that is used to create the steam account
2) receipt of latest purchase
if the latest purchase is done in let's say Feb 2024, then the receipt must only be on Feb 2024.
Do not show receipts before Feb 2024 and after Feb 2024
3) provide the name you input when creating steam account
1) your friend don't know the name that was used to create steam account and don't know the email that is used in the creation of steam account
e.g person X put ''qwerty'' as the name when he create steam account, he also input Hotmail for creation of steam account
if your friend keeps on providing lets say Gmail but in actual fact the email used to create steam account is Hotmail (vice versa)
2) your friend bought the steam account (i know this sounds like nonsense)
For this one, steam support can definitely check the name and email being used to create the steam account
seeing that OP and his friend provide all the usernames to steam support, the support will definitely compare to the name used to create steam account
