Steam app always 'ontop' of hiding taskbar

This only happens to me with steam, which is supremely annoying, like the steam app thinks it's better than everything else :P Yes, I get a feeling of pretension from inanimate things and get mad at them.
I set my taskbar to auto hide. I play lots of games in windows but still want them FULLscreen withough doing borderless window for reasons. Normally, any time I want, I can touch the bottom of my screen with my mouse and the task bar pops up no problem. When I have the steam app in full screen it WILL NOT let me do this NO MATTER WHAT! I am FORCED to minimize or window the app just to access the rest of my computer. Is there as fix for this? I want my task bar ON TOP of steam like it is for literally every other program I run, but the only information I can find tells me to set my task bar back to always showing.
