problems with video card
Here's my PC
PTX 4060
Ryzen 5 1600
1 TB
16 GB

Hello, I have a very big problem that I have been suffering with for almost a year. In general, in the fall of 2023, I bought myself a video card on a socket, namely the RTX 4060.
And almost immediately after the purchase, I bought Red Dead Redemption 2 and launched it, everything was fine for a while, and then for some reason, after 2-4 hours of playing I started loading textures (as if the models were mechanical and fixed next to me , how strangely the models changed, ripples, flickering textures, shadows, ladders and other graphic documents And after that it appeared in almost all games (in all 3D games), everywhere in different ways, in some places there were just ripples in the distance, in others there were loads and strange things. behavior of shadows. Somewhere pixels are sometimes visible and all sorts of things.
By the way, this is everywhere, not only in Next Gene, even in the oldest Bully, and in the ill-fated Minecraft. And how everything seems clear and clear. Return the video. That's what I did.
And while I sent it to the outlet for testing (as I understood at the manufacturer’s diagnostic center), I installed my old and good 1650, and IT ALSO HAD ALL THESE PROBLEMS, that is, the problem is not in the video card? although the problems appeared after I installed the video card. Perhaps because of this ill-fated 4060, my motherboard or something else in my computer broke? We can somehow screw up the settings of Nvidia and the computer, God knows in general. Then they diagnosed the 4060 video card for me and said that there were no problems with it.
I will also note that I tried a lot of things, installed another Indu, reset Nvidia settings, looked at them and changed them (although I may have missed something), reinstalled the drivers, everything was done through geforce experience. And now these problems have not gone away.
Perhaps there are problems with a bad processor, motherboard (it’s not the best one for me, although it worked fine), or another component?

In general, please help, if possible, maybe you have encountered this yourself or are dealing with it.
(if you solve the problem, a small reward is possible)

Did you uninstall and then manually install the graphic card drivers? You should do this when changing the GPU. Do not let windows update/install these drivers as they just pull generic drivers.

My first thought is bottle neck with PSU.
How big is your Power Supply Unit ? As in watts. What brand.
Also how much does your gpu use power wize when under stress.
So I took the time to read up some specs. You might find this info interesting
PTX 4060
110W power consumption on average while gaming.
Designed to be paired with a 1080p gaming monitor.
Ultimate Guide to GeForce RTX 4060 and 4060 Ti Graphics Cards

RTX 4060 Upgrade Checklist
If you’re almost ready to buy a new graphics card to upgrade your PC, quickly run down this checklist to ensure your system is ready, and it’s the right class of card for you:

Check your system’s power supply and case compatibility. For example:
If the GPU requires a “550W power supply”, you need to check the power rating of the PSU in your current PC. This is usually displayed in big bold letters on the power supply itself (the boxy device typically located at the bottom right of a case, with lots of wires coming out of it, and your plug from the wall going into it)
Many 4060 GPUs require 1x PCIe 8-pin cable from your power supply. But some may require more, or use a 12-pin cable. Check the specifications and requirements of the graphics card, then refer to the manual of your power supply to see which cables to install where, and if you have enough cables to power the GPU. An example of these requirements can be seen below:

if im not mistake post was in Ukraine yesterday, and problem is spare part checking i bet.
and it actual work for a time. as i translate it, so things and 2 gpu card dont work anymore, and 1 card been to support and they found no issue,

could ha have damege the gpu slot port or board doing the change of GPU card.

and you can also check gpu card in other pc..

and OC can also do this.

gl with it.
Make sure the grafic card is gently put in the slot, until its in. And the screw is not tight as if its for a moving part on a motor.
Cables are fit in right. Electric cables are as well.
First thing you need to do OP is turn OFF Cool N' Quiet in the BIOS as this will throttle your CPU.

Second thing is that you should update your BIOS to a stable version and not a Beta version.

And then update your chipset driver but you need to find this through AMD and these are specific to your Motherboard Model NOT BRAND.

And finally run DISM and SFC.

Oh and you might want to drop the C-states load line a bit or disable those if using XMP/DOCP and if using XMP make sure to enable OC mode on the DRAM.

If that board also have C6 (C-state 6 or 7 or 8) get rid of those fast as those are downright trash CPU throttlers but usually only found on trash Intel CPU's.

I know a lot more information especially regarding the Ryzen first generation as I own the R7 1800x and this beast runs fine for me ever since I got the 1000+ errors and warnings fixed.

Maybe also check Event Viewer to see if you also have 1000+ errors and warnings.

But OP turn off Cool N' Quiet because it is junk and refrain from using any "ECO Modes" on any PSU if you ever see these buttons/options.

Oh and Windows 10 got a bunch of forced Security-based Cumulative Updates in the past two days and those MUST BE installed for system stability.

Win11 24H2 is a mess so watch out for that also if using Win11 - stick with either 22H2 or 23H2.

That function is for reducing the speed and energy of the cpu depending on if its needed. For example when idle.

You should not disable that.
