make sure you know dual gpu card issue is even have it. and its a laptop or desktop.
Turn off weakest IGPU in device manager or BIOS , and make sure all Drivers and BIOS is update from Brand ps name support site or Brand board site.
Do note some blaim it newest windows update other think its dual card issue, and i forgot last idea someone mention,, ohh yersh something about achivement in userdata, almost slip my mind.

steam was win10 rdy wayback at 2017, so dont fifddle with it then we say run as admin its more and check one time it has not lost its rights. steam exe run as admin on startup.

do not under estimatate test with other pc. friends laptop or spare pc in the house, try see it as if it work there , then you have proof something. ( i dont care if what mistake is, see it as a clue in wtf its working there. ) any steam helper will find that vital. and also why it work next step.

any windows update or other app update, seem them as clue that now trigger a issue , we dont see its the update its more a consequence it now do so.

i'm not aware yet how to check steam log, or windows event view, so i cannot really pinpoint either what's the issue causing steam client not launching
you can try the steam Flush cmd ( google it )

ofc you know this and this is why you need to talk with AMD GPU support, you can ask steam support but that dont mean, steam atm will see it as a steam issue.
Do majke DDU with amd driver and reinstall newest just incase this matter.
steam is not going to fix your GPU issue is this is the problem.
this is why yuo need to check steam.log inside steam
same goew with windows event view and hope it make a crash dump why steam.exe do not work. ( google how to use windows event view why app crash ) we hope it made a entry,

you are welcome to install steam over current , made that can fix whats worng,
or do the old ways , rename steam. folder and userdata to steam old. folder and reinstall steam just to see if we can get it up again.
dont forget we are steam user here, this is not support also why we argue or debat here,
problem is if this was a win11 issue alone then 46% to 48% of all steam user will have it, its here we fail and cant see the clue what cause this.
also why you contact steam and GPU support.
other with dual card has turn off a card and then it work.( thi is why this is so odd and this to to effect win11 user and 2 card , and now you have it, possible other also but still not all steam user with your setup with 1 GPU.
do make sure pc is update in chipset driver and BIOS from asrock
and maybe you should contact asrock also , i bet they want to know this. if they can help.
dont forget IGPU support fall under board support or Brand name PC support, well know amomg IT tech person.

in my book such detail matter , many steam user can start steam with a office card just like your IGPU.
this is why its so odd.

Verification is completed as the log says but the client still won't launch
dont forget userdata in windows username or rename that first to see if this is the issue with achivment size , i doubt it this , but go ahead try make new steam install to see if this matter at all.
other crays idea make steam user account 2 as test. also. or test your login at friends pc , we are not kidding you here. ( this can be seem as well if it work there then it is your pc and setup.
i cant say how you look at it, but im the gamer type here, i dont care if its a system issue or driver or security issue, i have a gamer setup learn from the past , it dont take me 2sec reset OS and get back up asap, because in the old day's we had raid in games at night or other guildy things. such was the old ways.
so where you are here in this i dont know.
its your call when you had enough of this, and who said it will help reset pc, also why we dont suggest anything like this anymore as users.
