LoadLibrary failed with error 87: The parameter is incorrect.
From what I've researched this is usually a graphic driver issue. This computer is a Dell G5 5000 with AMD Radeon HD 5450. AMD Catalyst 15.7.1 is what's installed. They are oldish, but the problem is these are the only real drivers available for this GPU. Dell's own listed drivers have something completely different, the problem is those drivers don't actually support the 5400 series at all. I know because I've already attempted to install them, which did fix the error and allow Steam to load. The problem then was I had zero options as far as display settings go. The computer defaulted to 1024x768. That was it. I couldn't change it at all. For obvious reasons this isn't a compromise I want to make as remoting into a PC with that small of a resolution is painfully hard to accomplish anything.

Steam has historically worked fine on this PC for the last 2 years (same catalyst 15.7.1 drivers the entire time). I had been getting this error on and off for a few months now, but Steam always started after the error popped up the first time. Now it doesn't load at all. So I'm assuming an update with Steam broke it. I need an easy solution to fix or bypass this error.

Get a newer GPU. This GPU is too old and no longer supported. Considering that the "newest" driver AMD offers is from 2015, and there are already 9 years of updates apart, it's possible that Microsoft has sunsetted support for such old drivers on the GPU side after multiple updates on Windows 10.

There is no Windows 11 support for this GPU because the GPU fails the system requirements (this GPU supports D3D11/WDDM 1.x, Win11 requires D3D12/WDDM 2.0).

The legacy driver up on the AMD page has WDDM 2.0 capability and theoretically works on win11, but only on GCN and Vulkan capable GPUs which is the Radeon HD 7000 and newer series.

The most recent budgetary options (if you just need it due to missing IGP on CPU) are:
AMD Radeon RX 7600 for ~$270
nVidia GeForce RTX 3050 for ~$200
AMD Radeon RX 6400 for ~$130
nVidia GeForce GT 1030 for ~$100

For these old GPUs they're on the Legacy driver the last driver.

Are you unable to change screen resolution via windows settings? If not then check your GPU control panel, might need to enable advance to see any missing settings.


Also please note this GPU very old, and may not be able to handle future changes when the time comes, so best bet getting a new GPU.

I'll keep this in mind when it becomes necessary. I thought I mentioned it, but I must have edited it out from the initial post, but this PC is only for hosting gaming servers. Which is why I remote into it. I don't actually game on it. So updating the GPU would be a waste of time until this error re-emerges.

Correct, unable to change the resolution via any settings. Catalyst Control Center also doesn't "open", because it literally says there are no options available to change for my setup, lol.

Also, I suppose I do have a temporary fix at the moment. I attempted to update the driver for the display adapter under device manager and it actually did (previously it was up to date). The previous driver date was from 2021, the new one is 2023. In any case, Steam updated and loaded just fine. Didn't expect that, but I'll take it.
