Steam Downloads just stop downloading, no amount of waiting is starting them again.
This problem appeared when I tried to install The Finals. The game was downloading fine, until it just stopped. The network and disk usage suddenly dropped to 0. I waited for almost an hour, and nothing was changing, it was stuck at 0 on network and disk usage. I tried stopping the download, it didn't stop, it was stuck on stopping download. I tried shutting down steam from the icon in the taskbar, it did close it, but I couldn't open it again. After closing steam, when I went through task manager steam 32 bit was still open. I tried to close the task but it didn't work. I tried doing so with the administrator command prompt, used taskkill to kill steam. When I used just "taskkill /IM steam.exe" it said that the process needed to be killed forcefully, so I tried "taskkill /F /IM steam.exe" and it said that there was no such program running, even though task manager was still showing steam 32 bit running, and when I ran "tasklist" in CMD steam.exe was still there. I tried restarting my pc, and it said that Program Runner/ Program Manager (Something along those lines) was preventing me from shutting down, which was weird, since I had never seen that program before. I clicked restart anyway, and after half an hour, my pc was still stuck on the Rebooting screen. My computer usually turns off pretty fast, so I used the physical restart button on my pc case and restarted. The Finals downloaded a little bit more after I restarted (ex. Before restart: 34%; After restart: 31%; The download stopped again: 66% / These are some arbitrary numbers, just to explain how my downloads were going). Download stopped again and tried everything again. This time, instead of restarting, I did an emergency restart. My PC was once again stuck on the restarting screen. I deleted the download cache and tried again. The downloads stopped again. These apply to workshop downloads aswell. Is it something to do with my btrfs drive? Before it ran very well.

OS: Windows 11, dual boot with Linux
Specs: Ryzen 5 3600, 16 GB Ram, GTX 1650

TL;DR: Downloads just stop and they don't start again. Can't close steam through Task Manager or CMD, restarting the pc gets it stuck on the restarting screen. Possibly caused by the btrfs formatted drive?

I am still downloading the games on Windows. Windows is on a separate ntfs partition and linux is on another btrfs drive. I do not believe that this problem is caused by Linux.

Most multi boot user is linux and windows user its here they might know abit more then avarage windows users, if you dont want to ask them that your choise.

Steam can obliterate 1gbps connections. Steam can send 500mpbs over trans Atlantic lines

Your downloads are limited by

1) your cpu
2) your disk IO
3) your anti-virus
4) your ISP

By and large anti-virus programs are the #1 problem for downloads stopping, stuttering, or dying outirght.

And i doubt you need help with windows faulth finding, i will say its a requirement for be at linux you actual can get help or deal with it. ( or get help from linux user group.)

ps.
i and other dont care if this is a windows issue, a linux user should know most windows issue , and intop of this you can find 1000 if not more post with this. for windows user,
and even i know satoru have post that in many post. seem to me you dont do your search or read about it, i can tell you its required as linux users in the past.

Note why would they need Linux help when their issue is on the Windows OS? Like if a Mac user is having issue inside of BootCamp you don't send them to the Mac group when they have a problem on the Windows Steam client.

most of them linux user i know dont need help with windows at all.

But again his issue is on the Windows OS. He's not running Steam through Wine where yes that would be a Linux issue. He's booting into Windows directly.

This would be like me telling you "hey i dual boot WIndows and Linux, but I can't figure out why ssh doesn't work on Mint. i tried reinstalling the rpm and editing sshd.conf" and then sending me to a Windows subforum because "I'm a windows user"

It truly was something with my anti-virus, disabling it while downloading seems to work.

No satoru , you miss the point, Linux user is still be seeing as advance users for most pc user over 40 years, windows issue should be a cake walk, and he did not read or research good enough on the topic, its here you dont get it any maybe never will,

Most linux users learn fast, whats the issue , do the footwork , and then okay i need help from other that might know better, this has been done this way so many time, gl go talk with a linux/unix master or windows master , and not done your footwork he will bite your head off. things not said here. he will said go back and do your work even then come back if you still need help.

linux user is skilled ppl for the most of the time. and yes we can all make mistake, but i bet OP learn this now.

we are not at war, but do other ppl work for them, no way.

Looks like I'm gonna have to eat my own words because the issue has appeared again. After doing more from what was on the guide, I still havn't been able to fix it.
