Creating new steam accounts

Is anyone else having a problem creating a new steam account ?? I have tried on two different phone, two different computers. Multiple different browsers. Always end up in the same position. Error, stop using vpn or proxy, and bad so verification. How can I creat a new steam account is there an outage or something ?

Are you using a method to disguise your true location of residence? If so, you have to disable it before creating an account.
