- See if anything else downloading at same time.
- See if anything doing high usage besides your Steam download example rendering videos, doing projects, or etc...
- Ensure your 3rd party anti virus isn't going haywire doing things that shouldn't be doing because of setting mess with.
- If using VPN/proxy ensure they're not the cause of the problem.
Please note how steam may handle games depends on devs that upload it to steam.
Devs may put game downloads into parts, then unzips each parts which cause high, and low speed downloads, you see writes speed goes up, and down. This also happens to updates.
You can try changing your download region via your Steam settings, example try Germany, or Canada, or USA.
Sounds more like steam summer event sale issue, and this is also your ISP and they Steam DL zone you have, wont work if its own ISP that is the bottleneck
