Download speed only 10Mb/s on Cable 250Mb/s??

I usually have a dowbload speed of 200-250Mb/s over Ethernet. But on Steam it's only average 10Mb, best 17Mb. How can I speed up the download? I already opened the necessary ports for steam client. I use Samsung SSD 980 which is capable to write much faster. So it's not the disk.

Your ISP rates your internet in Megabits per second Mb\s, By default steam reports your speed in Megabytes per second MB\s.

17MB\s is 140Mb\s, which sounds closer to what you should be expecting.
