Slow download speed after changing from HDD to SSD

I uninstalled steam and reinstalled on a new SSD I just acquired, both with 2TB

My download speed when I was using HDD was always around 100mbps, but with SSD it's fixed around 13mbps, and very rarely it jumps to very high values such as 300 (it just lasts a couple seconds and then goes back to 13)

The time it's at 300mbps doesn't last enough to make a difference so atm I'm stuck trying to download over 100GBs (since I'm reinstalling all games) with only 13-14mbps

There's no cap on download speed
The region is optimal
Tried restarting PC and Router already

I don't think any changes on the PC are necessary as it's the same as before moving stuff from HDD, but anything is acceptable if I can increase that download speed

Btw, if it's helpful, it's an NV2 PCIe 4.0 Nvme M.2 3.500mb Kingston

I believe the symptom would be more stop-and-go if this was again the issue, but still try to turn of Windows' write-caching on the drive.

Check steam storage settings in whats is now default. ( then you dont mention such, we are not mindreaders here, we assume it still use HDD as a mistake. )

dont lie about if it is , see it more if it is then other steam, user learn from it.
we are steam user here what if you did change this, then you most have other bottleneck issue, see windows resourece management, to try ID why you aient happy with what is run at 100% or antivirus app make to much effect and effect it, there are even more dark ideas , but trust me any helper here will not write them all.

gl with it make manual speed and write test is another way to see disk read/write thoughput as we call it in the old days, ( nothing to do with steam. )

dark path ideas, test disk in other pc, that will either confirm it same goes with cable to it,
also Brand harddisk support for update.
