Game 'redownloads' entire game for an update

It's 2024, why is this still a problem? I'm just trying to play some Palworld but the update and hotfix says "No, keep it updating and redownload the entire game"

I have Canadian internet, this is suffering.
Also I want to play Elden Ring along with it's DLC but I'm more inclined to pirate it if Steam wants me to download the entire game for an update or two, just to find out after 4 or 7 days of downloading it has another update and I have to wait for a long, long time just to play. It shouldn't be like this but I fear it may be in the future because I have a human limit and human limited patience.

It depends on the developer on how efficient or inefficient they make differential changes. Both Elden Ring and Palworld use packed huge single files for their game data which is inefficient for the patching system of Valve.

The game is in Early Access, it is going to be update until the game gets fully released because the game is still being worked on. If you cannot download the game in a decent time frame then I would wait until the game comes out of Early Access because you having to download updates is an ongoing thing. Pay attention to the Big Blue Warning on the store page of games in Early Access in future.
