Fallout Family sharing?
So i use family sharing with my boyfriend. I understand that I can't play a game if he is playing the same game. But, recently my boyfriend purchased Fallout 3, 4, and New Vegas. These are all separate games. They each have they're own slot in the library. What I don't understand is why can't I play Fallout 3 while my boyfriend is playing Fallout New Vegas. They are separate games yet It kicks me off as if we're playing the same game. Why does steam classify them as the same game?

You both need to switch to the Steam Client beta to join Steam Families the new version of Family Sharing.

Menu > Steam > Settings > Interface > Client Beta Participation

The old system Family Sharing never allowed games to played at the same time.

Can two users share a library and both play at the same time?

No, a shared library may only be accessed by one user at a time.
