What exactly Apex has to do with your topic? Either it's firewall blocking game files or you need to run Steam as an administrator.

Exclude Steam in Windows Defender and test if that solves the problem.

Open Start Menu and search for Microsoft Security

Click to open when it appears in the list

Click on Virus & threat protection

Under the Virus & threat protection label, click on Manage settings.

Scroll down to Exclusions and choose Add or remove exclusions.

Click on the Add an exclusion button and select Folder. Navigate to your Steam directory and add it.

do you have full version of malwarebytes or similar installed on your computer???

Windows defender is not enough to protect your computer from viruses and malware

Malwarebytes is anti-malware software.

Do what NX Machina posted, also add those games .exe files to exception list.
Verify game files for all of those games, run Steam as an administrator and set those games to be run as an administrator too.

You know these instructions are very wrong. Seemingly outdated...

Search key is: Firewall

Advanced Settings < Rules

If OP wanted to check if it's the wall, just go to Monitoring.

Windows RT Broker permissions are messed up, but don't try to fix them yourself.

OP, Update Windows as it clears a few things with .Net Framework and is stable (KB5037036) and this update is stable (KB5036892).

OP, do not change anything you do not understand but if you do, you should be writing what you are changing in notepad or similar to reverse engineer.

And stay out of the registry...

When Steam Client is allowed through the Firewall, all games should be excluding themselves automatically.

My question is: What happened prior to nothing working? And which games do work?

You could suspect many things, I always suspect Windows Update Previews.

Check the quarantines list...

To alice,

Your post is for Windows 7, Windows 8 and windows 8.1

It is not for windows 10 and windows 11

p.s i can tell alice liddell never use windows 10 and windows 11 at all
