Keep in mind the front line paysafe support may not be able to see all the details, like what happened on Steam's side. You might just need to be patient and wait for the money to return to your account through normal failure processes.
Getting yourself all twisted up with a narrative that the payment was successful when it wasn't and creating a problem to solve that will resolve on it's own might be making unnecessary hassle for yourself.
Regardless, this issue comes up frequently. And there's no other way to say it. Valve didn't get the money, so they failed the transaction. And it can take days for the held funds on paysafe's side to go through their own failure process.
And if Valve didn't get the money nothing is actionable on their end. Your issue is with paysafe. I think you're getting shoddy paysafe customer support. And you probably just need to be patient because by the time their CS figures out anything the normal processes will resolve the failure.
