i will never do business outside of Steam for physical/digital Steam Gift Cards at all.

even Steam Support can't help you
since what you are doing is outside of their jurisdiction and through 3rd party channels.
Card can only be used for paying for PC games on Steam. Never share a pin via email, social media or over the phone.
p.s this is talking about Digital Steam Gift Cards.
1) They gift you Steam card which is just a code you copy & paste. If they give you a link, don't click it just go to steam directly, and redeem it via Steam. There are lots of scam sites that pretend to be Steam, that why never login vis links you click from others.
2) They can friend you, wait 3 days, then gift you Steam wallet which you get a pop up on Steam when you launch Steam, and all have to do is click accept that it.
Now please note there is region locked gift cards so can't redeem cards if not in that region. If you're going to do commission work, I suggest doing PayPal instead of waiting it off.
and what i considered in OP's case is this
1) doing shady dealings
in any other cases, Id think that but the customer shared various proof he paid for it.
