No one here knows why any payment method is removed from Steam.
You should ask support.
Already did. Was given a generic response to it on both occasions.

1) your POSB Debit Card is not Activated to make online purchasing at all
to activate it, contact POSB and tell them that you want to Activate your POSB Debit Card to make online Purchases.

i'm from singapore myself, and i'm using my POSB debit card to make online purchases on Steam and Xbox successfully without a single problem.
all debit cards requires activation to make online purchases and to do that, contact the bank to do so.

anyone else who got problem with their debit card that is from the different bank as OP
then my solution to the problem won't work for you.

in my opinion, the current Steam Account that is being used to make this thread Changed hands and ownership multiple times.
as for why i came to such a conclusion

a) can OP provide the year when the Steam Account he is currently using is being created exactly
1) the Steam Account is being suspected for "fraudulent payments" due to using different Bank Cards for purchases on the Steam Account, thus, the Steam Account ended up being restricted from making purchases

When I contacted Steam Support, they came back with the same response as well. I had no problem making purchases before so it is not an issue of whether it is activated or not. I have also not shared my Steam account details with anyone else so it is not compromised either. None of the reasons that Steam support mentioned has happened to my account so what is the actual reason?
The issue is that I am just as legitimate as you claim as you are.
This seems like Valve is doing a blanket ban on users with POSB/DBS debit cards
NO issues buying stuff last month, and call into bank also indicated no issues their end.
If this is true, is there anything we can do on the legal side of things? Silly question I know, but this is ridiculous.
