They can refuse us in case following:
Non-discrimination: Merchants must treat MasterCard and other card brands equally. Specifically, they cannot refuse to accept specific card brands.
Valid reasons: Merchants may refuse a payment if there are valid reasons such as technical issues or security concerns. However, these reasons should not become a regular practice.
Proper notification: If a merchant refuses to accept a credit card, they must provide clear and appropriate notice to the customer. Additionally, they should explain the reason for the refusal.
but at least they need to explain proper reason of refusal. and Steam support is not doing it properly.
I actually managed to buy Forza Horizon 4 using this method less than an hour ago.
The odd thing is that I've actually tried the same thing (i.e. buying on Steam with it) a couple of months ago but it didn't work back then - so I thought maybe it only works with certain merchants like Shopee or Lazada. For some reason, it works now.
Anyway, hope this might be a working alternative for you and that it will continue to work in future.

same here, my last purchase with card is 15 march. tried buying another game on 23 march and that failed. had to use paynow.

I can see that your recent purchase attempts with a MasterCard ending in **** and **** have failed since the BIN was banned in our system. The BIN refers to the first six digits of the card that are specific to a financial institution and are not specific to only your cards. We’re unable to remove this restriction. These types of bans occur in collaboration with the payment processor and issuing banks.
While I understand that this answer doesn't resolve the issue you're experiencing, we are unable to remove a BIN restriction. The only workaround we can recommend is to use an alternate payment method. All available payment methods in you region are listed during checkout.

I pressed further but aren't interested in investigating this issue at all. The basically don't give a rats ass about this issue. I pestered them from Apr 27 2024 - Jun 8 2024 ONLY to be able to get this answer. So... yeah best I could do was to change to another bank to purchase anything.
How did you use paynow??
This is a pretty big step forward! Still doesn't resolve the why, but it is something! Nice work!
I believe they removed the paynow option the moment you used it because it is also under POSB/DBS...
But it seems finicky how they detect who can use Paynow

So, all we know is that steam blacklisted the entire bank for unknown reasons?
Shouldn't there at least be some sort of announcement about this? I'm not aware of any controversy with the bank. Very weird, did they make a typo and sanction the wrong bank or something?

Yeah by all accounts it's steam blacklisting the bank not the bank blacklisting steam. Very weird.
Not really i think. Cause a friend of mine uses POSB as well and has 0 issues purchasing things from Steam. Steam seems to be blaming the middle man (payment proccessor) and CLAIMS there's nothing they can do. I asked them to investigate the issue with the "payment proccessor" but they just gave me the computer response of "there's nothing we can do" and close me off.
I thought it might be due to the Starhub outage today, but tried with my phone's steam app using mobile data and got the same message.
Which is strange. The last time I bought something from Steam using the same card it went smoothly. Now a few years passed and they don't bother fixing this?

There's a lot of misinformation in the comments and I figured I'd chime in as an expert in credit card processing. Steam most likely has fraud filters in place for a wide range of cards. It could be as simple as blocking a BIN range (the first 6 numbers) because they saw a high amount of fraud coming from that issuing bank.
It could be that you or your bank charged back a previous transaction. Your bank can charge back transactions without you knowing if your account is overdrafted or for pretty much any reason. Getting a new card from the same bank account would not avoid this because new cards can be linked to your old card data on the same account.
Any blocks for cards like this would not be able to get lifted by someone at steam support. Fraud filters are typically only accessible by admins of the credit card processing account. I can't say if the issue is specifically your card or an issue with a BIN range, I doubt the support rep has access to that information either, but I can say pretty confidently that you wont be able to get your card unblocked.
