Will I be banned for using VPN?
I have a game on my account that can be purchased and installed in the country of my STEAM REGION (UA). But I’m temporarily in another country (HU) and didn’t change the region in Steam. But, unfortunately, this game is not available in this country because the activation key was intended for the country of my Steam region. Will they give me a ban for using a VPN to download a game and play it?

Which game?

If your game activation is older than 90 days, it shouldn't be a problem unless it's marked RunRestrict. Otherwise, you will have to wait.

Don't use a VPN. It violates the Steam Subscriber Agreement.

Frequent region changes always ring some alarm bells in the system. It may not end in a complete ban, but there is a high risk, that your account ends up temporarily locked until you have delivered a valid explanation to support about it.

Are you in any hurry about it? Waiting until you are back home definitely sounds like a safer option.

A friend gave me the key to this game. It is intended for the CIS and UA as well. I was able to activate the key (which already means that the key is suitable for my region in Steam) but I can’t download it because it says “Not available in the current region.”
My Steam account has always been and will be in the UA region. I don't plan to change it. But purely physically - I’m now in HU (without changing the region in Steam, in terms of payment and location).
Since the problem occurred immediately after activating the key, I asked my friend to log into my account and check if he could download the game while physically in UA - he answered “Yes, I can.”
That's why I'm wondering if the game key is intended for UA, my region in Steam is UA, but I'm in HU - will I get a ban for using VPN to be "physically" located in UA and download game to play?

Does Steam ban VPNs? Yes, Steam can technically ban you for using a VPN to change the store region in order to buy cheaper games. However, if you're using a VPN for other purposes, such as privacy and protection, Steam won't really care, and you most likely won't get banned.
Using vpn to buy cheaper is bannable but if you already own the game and are just away from home you can use vpn to play the game

Note its not necessary to use a vpn to make purchases when temporarily outside of yoru country

Yeah, I know. As I wrote above, the problem is not with the purchase of the game, but with the download. Overall, if I had just bought the game on Steam, this problem wouldn’t have happened. But my friend gave me the game key, and not as a “gift” on Steam. Overall, I already understood what I would do next. In any case - thank you)

You own the game so it doesn't matter where you download it from
Vpn is only bad if you try to circumnavigate the buying restrictions
