If you did not purchase the game directly from Steam, you can not refund the game through Steam.
Find the purchase email and request a refund from the site you purchased the game key from.
PURCHASES MADE OUTSIDE OF STEAM
Valve cannot provide refunds for purchases made outside of Steam (for example, CD keys or Steam wallet cards purchased from third parties).

Purchases made outside of Steam through Keys aren't refundable unfortunately
