A steam refund inquiry

Will steam refund me if I do not meet the refund policy but have a country availability issue? I purchased Helldivers 2 and played at least 40 hours, but now there’s an upcoming requirement to have your psn account linked. Unfortunately for me, psn isn’t available in my country, which is sad. I live in Guyana, a 3rd world country from South America.

I was aware of the psn requirement but I wasn’t aware psn isn’t available in my country :( well all I can do is hold faith.

Sony allows people to make PSN accounts set to regions they don't live in.
So long as you can access the account creation site, you can set any region you want.
You just won't be able to make PlayStation store purchases unless you have the currency of the region you set yourself to.

I’ve been trying to make an account for an hour now but I’m unable to get anywhere. My country isnt listed and if I select a different region it asks for my address but I don’t know any address for USA, CANADA and so on, I’ve even gone so far to try a random address but when I do click continue the page errors out and I have to start all over again. I cannot create an account with psn unfortunately.

Update: I created a psn account successfully. I just had to get a state/province with a matching postal for whichever region I selected and voila. Thanks for your support.
