Does Steam refuns games if Developer makes game unplayable?

For current example.
Helldivers 2 will require in future external app to play game.
So without it I will not be able to play, will it be refundable?
Its not common 2h / 2 weeks case.

It is extremely rare, that Valve does extend the refund rules. Happens maybe once every two years at most, and mostly because a huge game is released in a very broken state (from what I remember, the first time they did was with Arkham City). A server shutdown usually does not qualify, unless it happens extremely quickly after launch, like with the game The Day Before at the start of the year.

Don't count on it.

If you are very lucky, someone in the community is able to mod it in a way, that keeps it playable, or sets up private servers.

What is preventing you from obtaining what's required to play the game? The only new requirement that I can see is having a PlayStation Network account, not an external app.

Steam may approve refunds if dev make game unplayable deliberately means everyone, not just one person.

But when you're outside the refund policy, it up to support to figure if they should do it, or not. People in the last were able to refund for game they had for a year.

Now for Hell Divers 2 AFAIK they're only asking you to make a PlayStation account, and link it, which is free, and no you don't need a PlayStation system to make an account, you can make one from your web browser by visiting PlayStation site to sign up. To put it in short they're using PSN API for match making, over Steam API for match making that basically it.

Then that's a decision YOU are making that is causing the game to be unplayable. That's not a fault of the game.

Well, I consider it at least very troublesome to add demands, that were not present in the original contract. And, if nothing else, that thing does store personal data.

Yes to play the game it gonna be a requirement, this doesn't mean you can't launch the game, you still be able to launch, and then setup the link to play the game that basically it. If this allows fixing their problems they couldn't resolved from before then I don't see too much of a problem since it take only few minutes to sign up, and link that it.

Yes to play the game it gonna be a requirement, this doesn't mean you can't launch the game, you still be able to launch, and then setup the link to play the game that basically it. The PSN connection was planned from the start and was just disabled for the launch because of server overload. That was also mentioned in the forum and the launch news. So no, you dont have special refund right for something that was announced from the start.

Also PSN is not a external "app", all they want is that you have a PSN account which you can create in 5 minutes in any web browser. You dont need to download any app or client or anything, just create a PSN account and then link it to Helldivers 2 in the game, thats it.
