can you claim a game digital code from another region?

I was interested in a game that isnt sold in the US/NA store of steam but i find i can buy a digital code for it for the steam JP store, would i be able to claim it using my US account and maybe possibly be able to purchase the DLC for it as well normally after (it locks me out if i try without having the game for steam)?

Depends entirely if the key is region locked. If its a worldwide key it should activate even in another country.
But often those games that are locked to a specific region store like Japan are also locked for key activation outside the country.

I wasn't really sure what you mean by 'digital code', but if what you mean by 'digital code' is a key for that game, nope.

Some keys are region-locked, so if you find yourself unable to buy them in your region, then perhaps there aren't any keys eligible for you.
