There are many third party trading sites, largely centered around items for TF2, CS2 and Rust. I'm not familiar, but I wouldn't be surprised if they exist for trading cards too.
However I must stress; All third party trading sites are a scam.
None of them are legitimate, and if you go hunting for a deal this way, sooner or later you're going to get yourself hijacked and then you will have a very bad day.
Stick to Steam for all your Steam trading transactions.
You could try and see if any of your friends have cards you're looking for and trade for them. This way you get what's missing without spending any money.
