If I try to give 5 euros to x random people, it works, but if I try this with someone from Russia I keep getting the following message: "An error occurred while initializing or updating your transaction. Please wait a minute and then try again or contact the support."

Correct. Russian users currently cant receive game gifts or digital gift cards from outside the country because of the sanctions.
Dont think this will change anytime soon.
