Yes, using Hitler as a avatar pic is not allowed. It does not matter if he looks "friendly".
If someone reports you for it ( which for sure will happen) Support will remove it and give you a cooldown before you can choose another avatar.
If you continue to get your avatar removed they will make it permanent and you have to live without a avatar on Steam.

Just dont do it in the first place. Its not funny, not clever, not witty, just incredible cringe.

try it an find out. the general rule is "If you have to ask, dont do it"

remember, it does not take much to get a 1 month cooldown that prevents you making profile changes.

But better not to, because somebody is going to report it, and then the picture has to be removed, and we have to pay the people that remove it.
