New user country select doesn't work
It looks like it's not possible to change your country once it's been autodetected when creating a new user.

I created 2 new users on the website. In both cases I changed the country from US to something else. Both created users had their country set to US after creation. It looks like a bug.

How would I go about effectively reporting this to Valve?

Your country gets locked in when you make your first payment on a new account.
No matter what you selected as your store region, the first time you buy something it will lock your store country depending on your payment method used.
I'm not talking about that, I'm talking about creating a new user. There's a drop down to select your country with a country already selected and selecting a different one doesn't work.

Well yeah, it will select the country fitting to your current IP. So if you are in the USA it will automatically default to USA when trying to make a new account.
Possible part of TAX issue, then your are not from there.
