Steam Client WebHelper keeps freezing!
So more recently Steam has been freezing constantly for me whenever I go on to the app on PC where I usually sign in. Whenever that happens, a page that I'm on usually stops and I can't scroll up or down and sometimes can't access my other tabs or other times it takes forever to reload. So I have to go my Task Manager and click "End Task" in order for it to restart again. This happens constantly.

At first I looked up suggestions on how to fix this, I've read that it might have something to do with my virus scanner probably causing an issue with it loading, so I decided to add to the list of Exclusions so that it might not cause it lag or freeze. I check again, and apparently that didn't entirely work. After checking my Library, it froze completely and I had to reset.

what's your antivirus , os and what do you mean by "i had to reset" please ?
If you think your antivirus is the root of your issue, may be you can try by adding steam folder into it whitelist or something. if your game are outside the steam folder.

A lot of users had troubles with a broken Steam file recently, that grows way beyond its proportions and gets more and more RAM-intensive.

Check for the following file: achievement_progress.json
You will find it under Steam/userdata/[number]/config/librarycache

If it is larger than a few kilobytes, delete it. Steam should create a new, uncorrupted version at the next launch.

I know and i thought as he described may be some form of "syndrome" that can appear before, if could to be a good thing to get info about stuff before going straight to a possible way of fixing issue.

Windows Defender, and I already tried to whitelist the folder.

Ok so not the best solution.
I guess you are under w10+ : are you using nvidia ? Can you disable "gpu accelerated feature" under steam parameters, and launch steam again after that change plz ?
In the same time, can you check a file size ( achievement_progress.json ) located into folder \steam\userdata\yourusernumber\config\librarycache

Told you so. Library freeze was a giveaway, that it's this issue.

I have to reiterate that it isn't just Steam Library, it's other tabs as well. Sometimes whenever I'm on the store page or looking through games there, it freezes. When I'm in the community tabs looking at screenshots or artwork, it freezes. I don't understand disabling "GPU accelerated feature" is going to fix that?

So you did not even try to "disable gpu accelerated" feature ? because 50% of the cef process are some rendeing process type .... so do it and see if if solve your issue , it cost nothing to try as you can switch it back after if it does not solve your issue

I'm back. I just did most of everything you told me except deleting any cache and disabling the "gpu acceleration" did not work.

So I wanted to ask how can I find any cache and deleted if that's my last option?

And disable gpu accelerated featre under steam ....this was the only thing i asked you to do ... and after doing that, leave steam and launch it again ...
