Report a translation problem
You have to have Steam Guard to trade, the phone app is only if you want to get rid of the 15 trade hold.
So go into your account settings and see if Steam Guard is active, it will be a green shield if it is.
The mobile app must be enabled for at least 7 days for no holds.
When you request to have the app enabled, you get an email with the guard code to enter into the app.
7 days from when you entered the code, which shouldn't be that much longer after you received the email.
If you have no other restrictions, sure.
You have to read what it says.
If you're talking about the community market ("I can't buy anything" suggests that this what you want to use), go to the community market page and look at the top -- there might be a "The Market is unavailable for the following reason(s):" section.
Even if that's not the case, you might still be subject to trade holds. To learn about these, start a trade -- doesn't matter with whom, since you don't have to go through with it: when you put an item into the trade window, Steam will already give you a message at the top telling you why you're subjected to trade holds.
