Download speed suddenly capped at 700kbps
Just this afternoon it was MUCH faster. I have fiber optic internet so the speeds are really good on everything else. DL speed is above 200 Mb/s and upload speed is around 400 Mb/s, but my steam dl speed hovers at 700 kb/s and won't go higher. Also, the disc usage is almost 700 kb/s too. I've tried changing download locations to five others, four in the US near me and one overseas, but the results are the same. Is Steam throttling my connection, or is my ISP? My brother had the same issue with his steam client when he was using our wifi.

Edit: Can confirm only steam is affected. Xbox PC app downloads at 25Mb/s!

Your downloads are limited by

1) your CPU
2) your disk IO
3) your anti-virus
4) your ISP

Pick one

Your downloads are limited by

1) your CPU
2) your disk IO
3) your anti-virus
4) your ISP

Pick one

1. CPU usage is low/normal.
2. Disc IO? Don't follow
3. Just have windows firewall and Steam and Steam web helper are set to let traffic through.
4. Unless my ISP throttles speeds at a certain time, not likely the problem. Other downloads are normal. (Although browser pages on steam as well as edge and chrome take a while to load in, longer than on previous ISP.
Sorry to bump this, but I am still having this issue and I have confirmed it is ONLY with steam client.
Sorry to post again, but this issue persists, but only between 5:00 PM and 12:00 AM CT. What could be causing this?

Edit: Reset ALL of my PC network settings and the problem seems to have gone away!

Ok finally figured this one out- My network drivers needed updating. I feel stupid for not checking that out earlier...

note if you have one of those incredibly bad "Killer" gaming networking cards, their networking stack is literally one of the worst ever made. Even ATI back in the day made better drivers than the absolute drivel this company barfs out under the guide of "drivers". Use the drivers from Microsoft and absolutely do not enable any of their QOS features. They absolutely do not work
