Corrupt Update Files

So I know people have found a workaround this and I have before after a few attempts, but after trying to reinstall l4d2, because the game was complaining my unchanged default maps differ from the server, the error came back and i thought i could just do the same things over and over again to fix it. Well not anymore as at this point I've theoretically tried every fix but to no avail, I've done clear cache, change region, repair library, disabling defender, hell i even tampered with the app manifest but i have no clue how it works. So now, I'm asking, is there any other way or am I just gonna have to never play games that have this error?

i keep hearing that as a fix but that's not how it works if the game is not considered installed by steam, it will just say "0 files have been successfully validated" because it's not actually insalled onto the game folder yet

Btw clear cache in Steam is for the browser functionality. Have you ensured all other drivers for hardware/software are up-to-date including your OS? Adding exceptions for the game's exe files into your firewall/antivirus solution? You mentioned verifying but ultimately you may need a fresh install if you have completed everything else. The app manifest is a brute-force method of assisting with re-registering the program's files with your version of Windows through Steam but a fresh install does it the way the program's Devs actually intended. Think of it like using a sledge hammer for driving finishing nails to hang a small 5" picture on the wall.

The cache thing was for the download cache just to be clear. Is it actually necessary to update windows or it's features? firewall or antivirus don't seem to mess anything up, again i have actually been able to download the game once before. I heard CHKDSK is one of the solutions but i'm not on a hard drive so idk if that can still work. The only known issue i have with the pc is the RAM, the bsod message is always "memory management" either it's faulty or has dirt
