Gift ban
I make money by selling my Team Fortress 2 items in the Steam Community Market. This way, I buy the games for myself and my 2 close friends. Despite this, recently there is a gift restriction on my account.

Most of the time I buy the same games for myself that I send to my friends so we can play together. I'm sending gifts to ONLY 2 of my close friends.

When I explained this problem to Steam support in detail, they closed it without responding. Does anyone have the same problem ? How can I solve my problem if Steam support is ignoring me?

Tickets closing without response can be (and most probably is, considering your name history) by compromised account.

From another thread:

Do a search for "gift ban" in these forums. I see over 400 pages worth of threads.

Basically, something about your gifting activity indicated that you may be using your account for commercial purposes. Valve doesn't want you to do this, so they have banned you from gifting specifically from your Steam Wallet. You should still be able to send gifts when using another payment method, like a credit card.

From what I've seen, there's not much point in trying to appeal. I have heard of some people randomly getting the ability to send gifts with wallet funds again after 2-3 years.

Yeah, this too. I didn't check their profile initially. OP is extremely ripe for scamming by the looks of it.

So the ticket IS still open? If it has been closed without response, the first answer applies and your account is infected. If it is pending... well, support is horribly overworked these days and has massive delays.

Usually in the first ticket they will tell you that there is nothing they can do and they will not respond and/or close future tickets regarding the matter.

Sadly they don't allow for explanation as their decision is non-negotiable and final. If they believe commercial activity is occurring then they will add a purchase limitation. You can still buy gifts using other payment methods just not wallet funds.

They dont want you to buy gifts with wallet funds, especially not wallet funds that you got from market transactions.
For Steam wallet funds are meant for that account alone, thats why you cant transfer them between accounts. Gifting a lot of games with them to other accounts seems to Steam that you are trying to circumvent this rule and it triggers the gifting restriction.
You can still buy games with wallet funds but only for yourself.
If you want to buy for friends, use external payment methods, that will continue to work.

They been cracking down on this whole "gifting with wallet funds" for like a year now.

The thing is, people can, and in fact often do, lie. I'm not saying you are, I'm saying it's impossible to tell whether any specific person is. As such, people's stories generally don't get taken into account. Fun fact: the refund reason you provide in the refund form isn't used as grounds for decision either. On the internet, nobody knows you're a dog.
