Can you link where Valve themselves stated they are waiving refunds for Helldivers 2?
It may have been how you were requesting a refund. Were you making a 'manual refund request'? The regular way is auto-decided by the 2hr/2 week restriction, the manual goes to a Steam Support agent for a decision.
(And maybe also when??? Thinking perhaps things are different now that, as I understand it, a PSN account is not needed)
Since SONY did retract that requirement after player protests there is no refund exception anymore for users of those regions for the game.
there is NO manual option to contact steam support they do not in any way shape or form have an accessible way to contact a human. the one email i found, sends an automated message back sying the steam support email is no longer in service. and regardless of whether or not they back out of it, i still deserve to get the refund i was promised as i dont trust sony anymore, they just gonna find another to try and force us to join sony and im not having it. and it was literally on like every major gaming news publication that steam was waiving the 2hr stipulation for refunds specifically on helldivers but then it tells me ive play to many hours at 39 when theres people all over social media showing they got refunds with over a hundred hours played
That's the trick if they are making exceptions based on the game being removed and locked from those regions then anyone in regions the game isn't removed from isn't eligible for it.

Then the publications were wrong or outdated. Like Ogami said above, those refunds were likely given before Sony changed their mind about the PSN requirement. Also, do you live in a country where the game is no longer available/playable?
Really because i have talked with Steam Support a handful of times. Including getting refunds when i was over 2 hours.
At this point it's clear you do not want help.

If you want someone to actually read your refund request and to consider granting you an exception, you'll need to go back to your purchase and select "I have a question about this purchase" and explain what you're wanting. If they still deny you, you won't be receiving one.
