How Do I Purchase As a Gift

Trying to buy a game for my friend that I already own. It used to have an option to purchase as a gift but for some reason it's not coming up and will not let me check out. It is sitting in my cart. What?

It only says "for my account" and "for my account: private" any reason why it would say that?

Okay so I tried with another game and it works. Apparently some games are not allowed to be gifted? Kinda lame

you cannot gift personally tailored bundles.

I'm sure you tried to gift a bundle, not a game. "Complete my collection"-style bundles cannot be gifted. I'm sure (99%...) that there's no setting for a game to enable or disable gifting.
