So if you're using single layer blu-rays, just have the archive size be 25GB. The old presets weren't doing anything magical aside from that.
Edit: Although doing a quick check doesn't look like you can specify the archive size. But even that's only a minor problem. The solution there would be to use something like WinZip, WinRar, or 7zip to put the game backup in some kind or archive file and split that archive up into chunks that will fit on your optical media.
Optical media is kind of dying out so if you're going to use it, you might have to do a bit more work it may not be a widely needed feature.
Not to disagree with your request. It's just that even if Valve did decide to do it it'll be a while so what will you do in the meantime? See above.
