Error Code -102 and being unable to access Steam Store from any platform and network

I've been having this issue since yesterday where I am unable to access the steam store, no matter which device or network I use, be it :
- My desktop PC (both browser and app)
- My workplace laptop (using my workplace Wi-Fi)
- My smartphone
And I keep getting Error Code -102 when trying to enter the store page from the Steam App.
I am also unable to send a support ticket (or at least I can't find the option to do so).

Is there any way to fix this? All the Steam Support suggestions don't work, since I can't seem to connect no matter which network I use.

Ah well, yes I am currently residing in Vietnam, though this is the first I've heard of Steam getting blocked here recently. Didn't even see any mention of it in local news.
According to a quick search, it seems the reasons for it is outdated censorship and lack of VAT enforcement (egged on by local video game producers/distributors).
Well, that is certainly very unfortunate.
It would've been nice if we at least got some kind of warning or any kind of notification from anyone about this change instead of a generic error code.

Me too. Steam store was working last May 5 when I was in Manila. When I arrived in Vietnam, I cannot access Steam Store anymore and Steam Support as well. No access also to all game news announcements but I can still play the games. The Error Code is -102.
Please help.

There is no help here as this is not something steam can fix when your country blocks them.
