Can't decline gift card?
An overzealous friend accidentally sent me two gift cards over steam when he meant to send one. I accepted the first, but every time I try to decline the second it tells me "An error occurred declining your gift, please try again in a few minutes" even though I've been trying off and on for two days. Is it because it was sent from a guest account? He wants his money back and I don't know what to tell him!

Tell him to make a support ticket. It's not your job to fix his mistakes or Steam's bugs.

What's he supposed to say, when I've still got the "Accept/decline gift" dialogue up? Like as far as steam is able to tell it's a valid gift, so what's he supposed to say so they know it's not some kind of scam?

The other option is to let it expire. Once it expires, it will be refunded.

Valve can see everything both accounts have done. So I'm not really clear how you imagine Valve is going to decide a reasonable support ticket is some kind of scam. The worst case scenario is he'll get a little bit more info, but they won't do anything to undo the transaction.

Alternatively you can make a support ticket about trying to cancel the giftcard.

This is what support is for though, account and billing issues and that's what this is.

Your friend can literally request a refund for any gift that is not accepted at any time.

Also, when I go to the support page, The only options for gift cards is "Where can I redeem?" and "My gift card is damaged", neither of which are helpful. I can't find a link to just send a ticket to an ACTUAL HUMAN.
